6 month old Maltese still pees/poops inside, help!!?

He is walked daily but refuses to pee or poo on walks, and even if he is kept outside for a while he will hold it in till he gets inside and then pee/poo on the carpet. He came from a bad upbringing (rescued pup), wondered if he had anxiety problems? Its very stressful!! Any hints gladly accepted :)
