What is that animated cat movie?

Where the opening scene is a woman water color painting and then it starts raining, then it turns into an animated movie about cats. One kitten is hiding in the chimney when he gets stuck. These rats find him and roll him up in dough before he is rescued. It was probably made in the 80s or 90s.
